منظمة العفو الدولية، رغم تأكيدنا على أن الأرقام الحقيقية لبعض البلدان أكبر بكثير مما يقدمه التقرير. فبعض الدول يخفي إجراءاته المتعلقة بعقوبة الإعدام
عن قصد؛ بينما لا تحتفظ دول أخرى بسجلات لأحكام الإعدام وما ينفذ من أحكام، أو لا تعلنها على الملأ.
